[pHash-support] patch proposal: block mean value based perceptual image hash function

Christoph,
Thank you for your contribution. We will definitely consider including
it into pHash but we would like to see your test results first just to
verify the algorithm. It would be helpful if you could use the test
image sets we include on the web site as those are the data sets we
used to verify the current algorithms and we would like to keep the
tests consistent.
