[Oiio-dev] Building on Windows

btw, I believe the ocio part of appveyor can be turned back on.  There was
a problem with one of the cmake files for including ocio, but that's been
fixed now.  I've been building using a .bat file that is basically the same
as the appveyor config to build on windows locally.
